I’ve just read the previous strip and realised that the joke is that Salvadora is wearing more in a swimsuit than she does when wearing her super-suit.
Also, Finch has a beach-safe version of her bo staff.
Looks like Salvadora chose to Go Green and Family Friendly for her swimwear option.
Sadly, Finch chose poorly by bringing a giant straw to the beach…
